This report takes an aggregative perspective of what we have called the central problem of the challenge of employment namely, deficit in its quantity and quality. While taking such a view we have attempted an alternative measure of employment and unemployment in India that takes into account the intensity of work performed by a person. We have also reported the findings of our estimates based on labour force projections not only for the whole country but for the States as well for two time points, namely 2012 (end year of 11th Plan) and 2017 (end year of 12th Plan). According to the Commission's estimate the total Indian labour force is likely to be around 502 million by 2012 and 551 million by 2017 - a number that is greater than the country's population of 548 million in 1971.
