Item Performance Audit on State Agricultural Universities in Faizabad and Meerut in Uttar Pradesh(CAG of India, 26-03-2015) CAG of IndiaUnder UP Krishi and Prodhyogik Vishwavidhyalay Adhiniyam, 1958 Narendra Dev University of Agriculture and Technology (NDUAT), Faizabad and Sardar Vallabhbhai Patel University of Agriculture and Technology, Meerut were established to achieve the goal of educating people, carrying out research works and development of agriculture technology to reduce the gaps in crop yield through focused interventions, by increasing agricultural productivity and production. This is a Performance Audit of functioning of these two universities for the period 2009-2014.Item Performance Audit on Functioning of State Universities in Jharkhand (2009-2014)(CAG of India, 27-08-2015) CAG of IndiaA Performance Audit on “Functioning of State Universities in Jharkhand” was carried out in respect of three Universities-Vinoba Bhave University, Hazaribag, Nilamber Pitamber University, Medininagar & Kolhan University, Chaibasa and sixteen constituent colleges thereunder to examine the planning and financial management, status of implementation of academic activities, adequacy of infrastructure facilities and efficiency of human resource management and monitoring mechanism. The Performance Audit revealed that Grants to the tune of ₹101.23 crore were under utilised by the test checked Universities. Plan funds amounting to₹ 19.14 crore remained parked in the Personal Ledger Account maintained by the Directorate. Advances of ₹ 17.13 crore were outstanding against teaching/non-teaching staff of Universities/Colleges. A sum of ₹3.48 crore was short collected on account of fees and sale of forms. Due to non-utilisation/delay in utilisation, ₹ 6.21 crore were not released by University Grants Commission to Vinoba Bhave University. Against the prescribed Teacher Student ratio of 1:10 and 1:15 for Post Graduate courses and 1:25 and 1:30 for Under Graduate courses in science and humanities, the ratio ranged from 1:15 to 1:113 and 1:41 to 1:722 in PG Departments and test checked colleges respectively. The intake capacity for Post Graduate courses was considerably under-utilised and ranged between 2 and 71 per cent in Vinoba Bhave University, 16 and 95 per cent in Nilamber Pitamber University and 24 and 100 per cent in Kolhan University. Infrastructure worth ₹ 5.70 crore was lying idle for periods ranging from 10 to 55 months in Vinoba Bhave University. The two newly created Universities, Nilamber Pitamber University and Kolhan University, did not have their own campuses even after more than five years of their establishment. Shortage of teaching staff ranged from 22.47 to 62.50 per cent and non-teaching staff ranged from 38.08 to 62.81 per cent. Senate and Syndicate did not meet as stipulated and University/ programmes offered by these Universities were not accredited by National Assessment and Accreditation Council /National Board of Accreditation.Item Non Establishment of Telugu University Campus in Telangana(CAG of India, 29-03-2018) CAG of IndiaThe establishment of ‘Telugu Talli Pranganam’, a campus of Sree Potti Sreeramulu Telugu University, did not take off even after lapse of six years despite availability of sufficient land and finances. This was due to non-utilisation/ non-availment of ₹ 8.79 crore (out of ₹ 10.62 crore allocated by University Grants Commission) during the XI Plan/ extended plan period.Item Performance Audit on Private Universities and Private Colleges in Punjab (2010-2015)(CAG of India, 14-09-2016) CAG of IndiaWith a view to develop and implement a fair and transparent framework that provides sufficient opportunities to the deserving private institutes and educational promoters for higher education, Government of Punjab notified (June 2010) ‘The Punjab Private Universities Policy, 2010’ for establishment of Private Universities (PUs). Private Colleges (PCs) of the Punjab State are to be affiliated with Government Universities only. Some of the significant findings of the Performance Audit are given below: 1. No regulatory mechanism for private universities was set up at State Government level to safeguard the interests of stakeholders. (Paragraph 2.1.6.1) 2. Deficiencies were noticed in the process of establishment of seven Private Universities (PUs) in violation of Punjab Private University Policy, 2010. (Paragraph 2.1.6.2) 3.Five PUs and 12 PCs were established without obtaining the permission for change of land use and seven PUs and six PCs were approved without the approval of building plans leading to non-recovery of external development charges and licence fee and thus extending undue financial favour of ₹ 7.95 crore to promoters/sponsoring bodies. Further, there was loss to the Government due to non-recovery of labour cess of ₹ 1.48 crore in four cases where building plans were not approved. (Paragraph 2.1.6.3(ii & iii)) 4. Five PUs commenced academic operations without obtaining clearance from the University Grants Commission (UGC). (Paragraph 2.1.7.1) 5. Six PUs and 16 PCs had appointed 148 and 440 faculty members respectively without following eligibility criteria and State Universities were granting affiliation to the private colleges having inadequate infrastructure, facilities, etc. (Paragraphs 2.1.8.1 (i & ii) and 2.1.8.4) 6. No periodical inspection was conducted for any of the PUs by UGC. Punjab Technical University had conducted academic audit of 92 colleges out of 292 during 2010-14 whereas Punjabi University, Patiala had not conducted periodic inspection of any of 194 PCs affiliated with it. (Paragraphs 2.1.9.1 and 2.1.9.4(i&ii))Item Unproductive Outlay on Incomplete Buildings of Telugu University Campus in Telangana(CAG of India, 29-03-2018) CAG of IndiaExpenditure of ₹ 6.20 crore on Administrative building and Fine Arts building of Potti Sreeramulu Telugu University was rendered unproductive due to abandonment of the work by the contractor. This was due to non-settlement of contractor’s claims in time by the University.
