Item Functioning of Mathura Das Mathur Hospital Jodhpur Rajasthan (2013-2018)(CAG of India, 06-03-2020) CAG of IndiaMathura Das Mathur (MDM) Hospital, Jodhpur is the largest hospital in the western region of Rajasthan providing referral and tertiary healthcare services. Though, the number of patients increased from 7.38 lakh to 11.85 lakhs during 2012-17, the augmentation of its facilities was not commensurate to the increasing load of patients. Resource management was weak as Operation Theaters (OTs), Intensive Care Units (ICUs) and wards suffered from many infrastructural deficiencies and shortages of Medical Officers and nursing staff. Beneficiaries were deprived of free drugs as all the essential drugs were not available. Due to insufficient resources, various important hospital services like number of OPD days in a week, consultation time per patient and diagnostic services suffered. The hospital was not following the legal/regulatory requirements regarding management of bio-medical waste, patient safety and hospital safety. Thus, mismanagement of resources of the hospital coupled with weaknesses in planning and monitoring resulted in deficiencies in the services being provided to the beneficiaries.Item Unfruitful Expenditure on Research Hospital at Jaipur in Rajasthan(CAG of India, 21-08-2020) CAG of IndiaDespite the assurance given to the Public Account Committee, Super Specialty Research Hospital under RUHS remained incomplete even after lapse of 11 years and incurring an expenditure of INR 19.30 crore, rendering the expenditure unfruitful.Item Compliance Audit on Cancer Institute in Lucknow(CAG of India, 22-09-2022) CAG of IndiaThere were significant deficiencies and delays in implementation of the project. The inflated estimates combined with not preparing of the justification statement resulted in excess expenditure of INR 64.60 crore on the project. Construction of Cancer Institute was incomplete (November 2021) even after lapse of more than four years from the scheduled date of completion due to delay on the part of Uttar PRadesh Rajkiya Nirman Nigam and construction agency resulted in denial of full benefits to the intended beneficiaries of the project, viz. cancer patients and research students.Item Review of Upgradation of Govt Medical Colleges at Jammu and Srinigar(CAG of India, 23-09-2020) CAG of IndiaThe purpose of Upgradation of Government Medical Colleges was not achieved as all the Super Specialties had not been fully established. Some medical services/ facilities installed had not functioned and remained out of order rendering expenditure of INR 8.57 crore incurred thereon unfruitful and INR 3.12 crore wasteful. Out of 592 medical equipment procured for two GMCs, 336 medical equipment (57 per cent) costing INR 40.97 crore were not traceable/ non-available, not installed, non-functional or had got damaged in floods. There were shortages of trained specialist Doctors and Nursing and Paramedical staff/ Technicians in both the super specialty hospitals.Item Excess Payment to Contractors on IFMS at Eight Super Speciality Hospitals in West Bengal(CAG of India, 25-03-2022) CAG of IndiaWest Bengal Medical Services Corporation Limited made an excess payment of INR 4.93 crore to three contractors for Integrated Facility Management Services in eight Super Specialty Hospitals during March 2018 to August 2020, as it allowed payment in excess of carpet area in deviation from bid documents.Item Non Functional Diagnostic and Super Speciality Block at Govt Medical College Amritsar Punjab(CAG of India, 27-02-2020) CAG of IndiaGuru Teg Bahadur Diagnostic and Superspeciality Block constructed at a cost of INR 24.27 crore could not be made functional for intended purposes for more than three years since its completion due to non-provision of requisite staff and funds by the Department of Medical Education and Research. Audit recommended that the State Government may provide requisite manpower and funds to make the Guru Teg Bahadur Diagnostic and Superspeciality Block functional to deliver envisaged medical facilities to public.
